As the Central Table Representative, EWAO became the coordinators for members in the new Employee Life and Health Trust (ELHT) as the Government of Ontario transferred the provisions of benefits to employees in the education sector from the School Boards to ELHTs managed through the Education Sector Unions.
Health and Dental Care Benefits are designed through the EWAO-ATEO trust for HDEAA members managed through OTIP and paid out through Manulife. Permanent EA working full time (35 hours per week) have Benefits included as part of their compensation. Permanent members working half time qualify to receive benefits, however, are responsible to pay half the premiums.
LTO’s qualify for benefits after 90 working days in the position. This coverage is retroactive to the beginning of the contract. All personal questions should be first directed to OTIP. In the education sector, most employees are covered by “benefit plans” in addition to their wages. These benefits, once specific to the employer, are now tied directly to the union to which a person belongs. This connection to the union is tied to central collective bargaining and the specific central collective agreement of each union. The provincial government has organized all education sector benefit plans into several large benefit trusts. Because HDEAA bargains centrally as part of the EWAO-ATEO health and dental care benefits for our members are designed through that agreement – siloed under the OECTA trust -, managed through OTIP and insured through Manulife.
Permanent EAs with a 1.0FTE have paid benefits included as part of their compensation. Permanent employees working half time (.5FTE) qualify to receive the same benefit package but must pay 50% of the monthly premium. LTOs qualify for benefit coverage after 90 working days in the position. This coverage is retroactive to the beginning of the contract. Information is communicated by the HDSB to OTIP re the employment status of HDEAA members. OTIP will communicate directly with new members re their enrolment in the benefit plan.
OTIP (Ontario Teachers Insurance Plan) is the third party service provider for HDEAA’s Health & Dental Plan.
